In the last 20 years, the field of personalized medicine (PM) has transformed from a futuristic concept to a cornerstone of global healthcare innovation. With its focus on tailoring medical treatments to individual genetic, environmental, and lifestyle factors, PM offers a path to more effective, precise, and equitable healthcare. Developed nations have been at the forefront, leveraging advanced genomic technologies, biobanks, and data analytics to redefine healthcare delivery. However, Africa and other parts of the Global South risk being left behind due to systemic challenges, including limited infrastructure, underrepresentation in genetic research, and lack of robust policy frameworks.
The launch of the Human Genome Project in 2003 was a defining moment that catalyzed research into genetic determinants of disease. The subsequent decades saw the rise of initiatives like the All of Us Research Program in the U.S. and Europe’s International Consortium for Personalised Medicine (ICPerMed), advancing genomics-based research and healthcare. Yet, Africa’s genetic diversity—representing over 54,000 years of evolutionary history—remains vastly underrepresented in these efforts, perpetuating global health disparities.
What’s Happening in Africa?
Africa’s potential to leapfrog into the era of PM lies in its genetic richness, innovative spirit, and lack of legacy systems that could impede rapid adoption of new technologies. Initiatives like EU-Africa PerMed, launched in February 2021, aim to bridge the gap between Africa and Europe in personalized medicine. With a consortium of 13 partners—seven from Africa and six from Europe—the project seeks to integrate African countries into ICPerMed’s activities and foster bilateral collaboration in science, technology, and innovation.
The recently unveiled EU-Africa PerMed Action Plan outlines 26 actionable recommendations to propel Africa’s PM capabilities forward. Among the pillars of focus are:
Enhancing Infrastructure: Establishing biobank networks, genomic hubs, and coordinated data-sharing systems to enable high-quality research and healthcare.
Capacity Building: Training healthcare professionals, policymakers, and patients to bridge skill gaps and promote PM literacy.

These efforts signal a critical shift in Africa’s participation in PM. Notably, the inclusion of African genetic data could revolutionize global research, as demonstrated by the Human Heredity and Health in Africa (H3Africa) initiative, which has advanced studies on sickle cell disease and hypertension using African genomic data.
The Role of Emerging Technologies
Africa’s ability to leapfrog other regions in PM hinges on its proactive adoption of emerging technologies such as artificial intelligence (AI), big data analytics, and blockchain. AI-driven genomic research, for instance, could accelerate the identification of genetic predispositions to diseases, while blockchain technology could enhance secure and transparent data-sharing across borders.
Countries like Rwanda and South Africa are already making strides, leveraging digital health tools to improve diagnostics and treatment.
